[ffe] New dependency for openstack python-oslo.vmware.

Bug Description

The openstack project added a new dependency to their stack which is called python-oslo.vmware. Without it, tests fail to pass and vmware functionality is severly limited.

I am happy to NEW review this, but that will only get this as far as Universe. I am presuming that you will want this in main, and therefore I am holding back on on a FFE until someone from ~ubuntu-mir volunteers to review this.

It's quite a small package, so would therefore seem viable. Reviewing to Universe now.

Chuck, I'm not clear how this affects Oslo. It seems to be a packaging issue only. Does this need to remain open against Oslo?

No it doesnt, I wasnt the one who assigned it to the openstack-community in the first place.
