Bug Description
1) The release of Ubuntu: 18.04.1
2) The version of the package: openstack 3.16.1
3) What you expected to happen
: "cinder quota-usage" command returns each project's total gigabyes. It works well.
openstack-cli:~$ cinder quota-usage 61b2e1eb95524d0

4) What happened instead
: But "openstack limits show" command always returns totalGigabytesUsed of OS_PROJECT_NAME, instead of specified project id.
