Bug Description

[Description]
Xenial currently has python-openstackclient 2.3.0. This SRU is to release the stable point release of python-openstackclient 2.3.1.

This contains 2 bug fixes:

21cbc1b14e61f712278b6551a9c5e2cfc4624f5f arguments are not locale decoded into Unicode
53a79c33f88cea83fb2a90408dd3f5e8dd48a2f5 Fix SSL/TLS verification for network commands

[Test Case]
Perform regression testing by juju deploying two openstack clouds, one against -proposed and one against -updates, and then run tempest integration smoke tests[1] to verify those deployed clouds, and evaluate any differences in results. [1] https://github.com/openstack/tempest/blob/master/README.rst

[Regression Potential]
Low. This is a stable point release from upstream.

Hello Corey, or anyone else affected,

Accepted python-openstackclient into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/python-openstackclient/2.3.1-0ubuntu1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed.Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested and change the tag from verification-needed-xenial to verification-done-xenial. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed-xenial. In either case, details of your testing will help us make a better decision.

Further information regarding the verification process can be found at https://wiki.ubuntu.com/QATeam/PerformingSRUVerification . Thank you in advance!

Regression testing on xenial-proposed has completed successfully for this. We performed regression testing by juju deploying two openstack clouds, one against -proposed and one against -updates, and running tempest integration smoke tests[1] to verify those deployed clouds, evaluating any differences in results.
