This means several kilo features are not accessible from neutronclient:
- subnet pool
- vlan transparency
- neutronclient extensions
among others.

Since this bug was filed, python- neutronclient 1:2.6.0-1 has landed in Ubuntu Wily. Does this resolve your problem? I have to admit I don't know enough about Openstack to tell whether the requirement is 2.4.0 exactly, or 2.4.0 or newer.
