setup.py stumbles about an umlaut in jsonpatch.py when running under Python 3

Bug Description

When trying to install the module for use with Python 3 the setup.py stumbles upon an umlaut in jsonpatch.py which causes a FTBFS (that's the same error as in python-json-pointer (#1185170)).

  * Use io.open() to open jsonpatch.py with utf-8 encoding in setup.py so it
    works in both Python 2 and 3 (lp: #1185739)
