Bug Description

When I used fluent_handler , I ran out of memory because the connection broke.This makes the service unavailable.

I think it is same as here https://bugs.launchpad.net/oslo.log/+bug/1852056 , I think this has to be done in oslo_log lib and add function for buffer overflow.
