install does not support symbolic permission notation

Bug Description
Building python-coverage fails when using install when it uses the symbolic permission notation:
+ install --mode=u=rw,go=r "debian/
Invalid mode string: invalid operator (expected +, -, or =, but found ,)

This notation builds on debian unstable and ubuntu plucky. It seems to me that the rust version of install introduced this regression.
