an official mirror doesn't show in mirrors list in Update Center, Ubuntu 16.04

Bug Description

There is an official mirror mirrors.cug.edu.cn and I have seen it
listed in https://launchpad.net/ubuntu/+mirror/mirrors.cug.edu.cn-archive, but I can't find it in Update Center in Ubuntu 16.04, Chinese mirrors list.

It seems that the package python-apt ships a template file for the list
of mirrors, and then it doesnt get updated over time.
There is a function called get_ubuntu_lp_mirrors but it doesnt seem to
be used.

It's automatically run during an (upstream) build from the git repository, which was on Jan 20. The mirror list is usually not updated anymore then once it hits a stable Ubuntu release.

A better approach would be to ship a mirror list in the archive that APT can fetch during an apt update.

The mirror is not listed in https://launchpad.net/ubuntu/+archivemirrors-rss and thus is not added to python-apt.

Probably because

"We have found no versions for any architectures on this mirror. This is normal if we have not yet successfully verified the mirror."

Marking this as incomplete for now. The mirror probably needs to be accessible from Launchpad, but it refuses any connection attempt.

Yes, Launchpad can't probe this mirror as it seems to either refuse connections or time out. (The mirror admin should have been notified about this by email.) I'm afraid that we can only list mirrors that we can automatically verify as being reasonably up to date, so the mirror needs to be configured to allow us to do so.
