Please merge pysvn 1.7.6-0.3 (main) from Debian unstable (main)

Bug Description

I set out to fix the current pysvn FTBFS, and merged from Debian while I was at it.

I verified that the previous Ubuntu --as-needed patch is still needed (it is, otherwise the package builds but "import pysvn" fails after installation). And my additional python-multiarch-includes fixes the current FTBFS, which I've sent upstream.
