pyqt5 does not build against Qt 5.2.1, mkspecs directory moved

Bug Description

mkspecs directory was moved to /usr/lib/*/qt5/mkspecs as per syncing packaging with Debian.

The fix should check Qt version (5.0.2 or >= 5.2) and act accordingly.

I saw that failure, but when/if we get Qt 5.2, I will just sync the latest
pyqt5 from Debian (where this was fixed). Do you have anything against my
plan?

It's of course fine. I've been just trying to prepare as many packages as possible so that there's nothing manual needed when Qt 5.2 is uploaded - only rebuilds.

Marking as "Fix Committed" as mentioned needing a sync from Debian in http://pad.ubuntu.com/qt52-dependencies

It will be synced to https://launchpad.net/~ci-train-ppa-service/+archive/landing-006 which is used to land Qt 5.2.

Note that to build pyqt5 with qtx11extras 5.2.1-1 from Debian, you need
pyqt5 snapshot from svn. I will upload new version to Debian once a minor
licensing issue is resolved, before end of this week.

Any update from the Debian side? I'd like to land pyqt5 to the landing PPA (https://launchpad.net/~ci-train-ppa-service/+archive/landing-006/+packages) tomorrow, by making a sync from Debian if possible.

I can either sync it or direct upload to Ubuntu (and sync later) if needed, so
don't block 5.2.1 on this. Also, Debian has continued improvements to the Qt5
5.2.1 packaging in Experimental, so I'd recommend reviewing that.

Landed to https://launchpad.net/~ci-train-ppa-service/+archive/landing-006/+packages from Dmitry's work, ready for the archives when the Qt 5.2 landing happens _either_ later today or on Monday.
