Please sync pwrkap 7.30-3 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
All changes have been incorporated in Debian package, because initial release was the same in Debian and Ubuntu as well.

    - fix incorrect dependencies on init script (Closes: #541625)
    - use start-stop-daemon's -p feature to handle PID (Closes: #541624)
