man page for puppetmaster is included since 8.04 hardy:
http://packages.ubuntu.com/hardy/all/puppetmaster/filelist

But the man page for puppetca is in the puppet package:
http://packages.ubuntu.com/jaunty/all/puppet/filelist

This can be resolved if debian/puppet.manpages and debian/puppetmaster.manpages are fixed :)
