Volume bug when connecting headphones to jack

Bug Description
On Ubuntu 12.04 up to date (1 march). When i (for example) set my system volume to max and then connect my headphones (but not plugging the jack to the end of jack port) - the volume on headphones is set on max too (it deosn't even see the headphones connected as an output sound device). But after fully putting jack to the end of jack port in my laptop - the sound is set to my previous headphones setting and headphones are recognized as a sound output correctly (in sound settings).
I'm not sure if it's pulseaudio's fault. I think it's a dangerous bug cause of potential damage to ears. Of course people would rather plug the jack correctly and not partly like i did, but still it'd be a moment of max volume on headphones for them either way while plugging the jack in.
On Windows 7 - on the same hardware there's no issue like that. When i plug jack only partly like before on Ubuntu - the sound is set to previous headphones setup immediately without loud volume, even if system volume is set to max. So i assume it's possible to fix this for Ubuntu :)
