pulseaudio does not remember channel volumes after reboot

Bug Description
Binary package hint: pulseaudio
What I expect to happen:
Volume levels of channels "Master", "Master Mono", "Headphones", "PCM" are stored at shutdown and restored when restarted.
What happens instead:
Volume levels are reset to Master=56, Master Mono=0 (and muted), Headphones=100, and PCM=56 on every restart. Possibly other settings are reset as well, but these are the only ones I use.

I have tried the proposed workaround in http:// bugs.debian. org/cgi- bin/bugreport. cgi?bug= 556971# 27 but it does not work.
I cannot try the proposed workaround in http:// bugs.debian. org/cgi- bin/bugreport. cgi?bug= 556971# 12 because /etc/init. d/alsa- utils does not exist on my system.
