[karmic] Pulse should release /dev/snd/controlC* when suspended

Binary package hint: pulseaudio
pulseaudio 1:0.9.15-4ubuntu2
if I do a pasuspender /bin/cat and then sudo lsof /dev/snd/*
I find it still had controlC0 open:
COMMAND PID USER FD TYPE DEVICE SIZE/OFF NODE NAME
pulseaudi 6391 dg 23u CHR 116,0 0t0 2982 /dev/snd/controlC0
pulseaudi 6391 dg 30u CHR 116,0 0t0 2982 /dev/snd/controlC0
I'd rather it let go of everything so that I could reload the audio modules.
(Related to 404670 where it's difficult to kill pulse off completely; use of pasuspender was suggested to me as an alternative).
