pulseaudio init script start silently does nothing by default

Bug Description

Binary package hint: pulseaudio

By default /etc/init.d/pulseaudio start will not start pulseaudio. In /etc/default/pulseaudio there is an explanation of why the init script does not start pulseaudio, but some message should be printed as output of the init script. No output implies that the startup script was successful.
