Pulseaudio cant play an mp3 without skipping

Bug Description

Distro: Ubuntu 9.04 fully up to date
Level of irritation: Maximum

So I am sure this is not entirely pulseaudios fault but here is the lowdown. My system cant even play a friggin mp3 without skipping. It's just an mp3... my ipod can play an mp3...

Steps to reproduce
1) Reboot machine to make sure *nothing* i could have done may have caused this
2) Log in
3) Turn on rhythmbox and play an mp3
4) Cringe as the music skips its way down

Expected results:
Crystal clear audio playback like in every other OS, including ubuntu 8.10

System Specs
Intel Core 2 Duo @ 2.4GHz
3GB RAM
Intel GMA 4500HD

I mean come on here... this is rediculous...

You should be able to resolve the audio abberations by turning glitch-free back on in /etc/pulse/default.pa. See https://lists.ubuntu.com/archives/ubuntu-devel-discuss/2009-February/007108.html and https://lists.ubuntu.com/archives/ubuntu-devel-discuss/2009-February/007150.html.

I'm using tsched=0, but since a couple of days pulseaudio lags and hogs the CPU (well above 30% pulseaudio alone).
With or without tsched=0, pulseaudio 0.9.14-0ubuntu7 is a regression. I noticed however that also ALSA got updated. The problem may lie more down the stack.

Enabling glitch-free does not fix the issue. It still skips anything so much as coughs on the computer. Also, by a core functionality of ubuntu is broken here... this should not be a "low" priority bug.
