paprefs was silently promoted back to recommends, should be dropped again to suggests?

Bug Description

Binary package hint: pulseaudio

The only mention of paprefs in the pulseaudio changelog is of demoting it to a Suggests, but in jaunty the package seems to have been silently promoted to a Recommends. This package is in universe, and having it in Recommends causes its dependencies - gconfmm, glademm, and gnomeuimm -- to be pulled into the desktop task and therefore onto the CDs (even though paprefs itself can't be). This probably needs to be demoted back to a Suggests.

  * Demote paprefs to suggests (LP: #309422)
  * Add fixes from git:

    - 0012_dont_hit_assert_checking_for_idleness.patch,
    - 0013_dont_hit_assert_issuing_two_rewinds_in_single_iter.patch,
    - 0014_retry_without_snd-pcm-no-auto-format.patch.
