padsp only works when pulseaudio server is local

Bug Description

$ lsb_release -rd
Description: Ubuntu 12.04.3 LTS
Release: 12.04

the following line in padsp makes that it works only if there is a local pulseaudio process running

$ grep pgrep /usr/bin/padsp
if `pgrep -f /usr/bin/pulseaudio 1>/dev/null` ; then

This breaks for thinclient setups with a remote pulseaudio server.

So if you want to check, you may rather want to check for the presence of the
PULSE_SERVER and PULSE_COOKIE environment variables.

Ubuntu 12.04 (precise) reached end-of-life on April 28, 2017.
