pulse audio does not restore sound after suspend

Bug Description
DO : log in (at least within KDE).
DO : open an app which plays sound, and listen to sound.
DO : stop the app started in previous step.
DO : suspend
DO : after resume, reopen the app, and try to play sound.
EXPECT : sound appears, and you can listen to it.
ACTUAL : sound does not work until pulseaudio is killed and restarted.
