USB Soundcard is not detected everytime, especially on resume from suspend

Bug Description

Creative X-Fi USB seems not to be detected correctly. First time there's no possiblity to change output type to 5.1 (no menu in control center). After detaching and hooking up again it was not there. The third time I was able to detect it.

It might be something to do with kernel.

Ubuntu 13.04 (raring) reached end-of-life on January 27, 2014.

We appreciate that this bug may be old and you might not be interested in discussing it any more. But if you are then please upgrade to the latest Ubuntu version and re-test.

Issue persists in 17.04. Propably wrong driver reinitialization.

Actually, I've found with a couple of USB audio devices that digital output modes (all that are not simple analog) are often missing. Does that sound like the same issue?
