Bug Description

1) => lsb_release -rd
Description: Ubuntu 12.10
Release: 12.10

2) => apt-cache policy gnome-settings-daemon
gnome-settings-daemon:

3) I think gnome-settings-daemon should skip or delete the pulse tmp files.

4) The gnome settings daemon got stuck and keyboard shortcuts didn't work, volumn applet stucked too.

thank you for your bug report, while g-s-d could probably handle the situation better the real issue is with pulseaudio itself, as you pointed it out it will affect other clients as well (e.g the indicator) and we should fix the real bug rather than workaround it

Ubuntu 12.10 (quantal) reached end-of-life on May 16, 2014.
