Keyboard Autorepeat Broken For All Keys and All Applications

Holding down any key fails to provide the configured X11 autorepeat behavior. Autorepeat completely fails, or starts after a long delay (longer than the configured delay), only repeats one or a couple characters, pauses, then repeats one or a couple more characters, then pauses, etc. This happens for all keys in all applications.

If the psensor window state is 'Show' (including both Minimized state and not-Minimized state) Close'ing the psensor window, without quitting the psensor application (by clicking the window manager's 'x' icon in psensor's window frame) immediately restores expected autorepeat behavior.
