Please sync protobuf-c 0.15-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/rules:
    - Update config.sub/guess in dh_autoreconf to fix build on arm64.
    - Drop custom rules, as it was just doing a subet of dh_autoreconf.
