/var/run/proftpd is not created, but required

Bug Description

for some reason, after proftpd is installed, it runs fine the first time, but if it is run restarted it fails:

ben@iolaptop:~$ sudo /etc/init.d/proftpd start
Starting ProFTPD ftp daemon: localhost - mod_delay/0.4: error opening DelayTable '/var/run/proftpd/proftpd.delay': No such file or directory
proftpd
ben@iolaptop:~$

a simple solution is sudo mkdir /var/run/proftpd

at which point it runs without problem.
