Missing SSL/TLS closure notification in package for Ubuntu 8.04

Bug Description

The proftpd package provided for Ubuntu 8.04 misses SSL/TLS closure notification, which blocks newer FTP clients to connect using TLS.

I'm not able to update to a newer release of ubuntu, that's not supported by the server hoster yet. Is it possible to update the package to a newer release of proftpd which behaves as specified or to add the patch which fixes this?
