NLS support for ProFTPd

Bug Description

The proftpd doesn't answer "UTF8" to the "FEAT" command.
When I tried to turn on the UseUTF8 directive, proftpd failed to start with message "Fatal: UseUTF8: Use of the UseUTF8 directive requires NLS support (--enable-nls)".
So, proftpd binaries included in the package seem to be compiled without NLS support (--enable-nls).
Can you include binaries compiled with NLS support in further versions of proftpd package?

1) The release of Ubuntu I am using (through lsb_release -rd):
Description: Ubuntu 8.04.1
Release: 8.04
2) The version of the package I am using:
proftpd 1.3.1-6ubuntu1
3) What I expected to happen:
I expected proftpd to start with UseUTF8 directive.
4) What happened instead:
ProFTPd failed to start with UseUTF8 directive because it was compiled without NLS support.
