server 18.04 amd64 upgrading from kernel 4.15.0-96 to 4.15.0-99 breaks proftpd

Bug Description

After upgrading the kernel from 4.15.0-96 to 4.15.0-99 it is no longer possible to do a ftp-login using proftpd. A "normal" ftp-login not sftp
In my setup proftpd is started via xinetd.
The login attempts fail with the following in syslog

May 1 09:53:23 ns3 proftpd[30032]: kloppenborglun.de - ProFTPD terminating (signal 11)
May 1 09:53:23 ns3 proftpd[30032]: kloppenborglun.de - FTP session closed.

No entries in proftpd's logs. I guess it crashes..

Reverting to kernel 4.15.0-96 - and everything works again

The following proftpd-packages are installed

ii proftpd-basic 1.3.5e-1build1 amd64 Versatile, virtual-hosting FTP daemon - binaries
ii proftpd-doc 1.3.5e-1build1 all Versatile, virtual-hosting FTP daemon - documentation
