Bug Description

"cat /etc/sysctl.d/*.conf /etc/sysctl.conf | sysctl -p -"
in "/etc/init/procps.conf" should be replaced with:
"sysctl --system" to apply sysctl configration from: /usr/lib/sysctl.d/
