make preload sleep when battery operated

Bug Description
Binary package hint: preload
preload is highly improving the cold startup of the applications.
However it has the drawback to increase the CPU and harddisk usage.
Those 2 tasks are increasing the energy consumption.
I still want to install preload because of the responsiveness improvement but I would like it to have a smarter energy management.

By using the pm-utils package. preload could add this feature just by adding the attached script into the /etc/pm/power.d file directory.
