ip-up incorrectly overwrites logs

Bug Description

1)

Description: Ubuntu 12.04.1 LTS
Release: 12.04

# apt-cache policy ppp
ppp:

The ip-up script should log what is going on, if the file /var/log/ppp-ipupdown.log exists.

It should append to the file, so that you can see the various up / down invocations.

Each time the file is truncated.
