  [ Debian Janitor ]
  * Use correct machine-readable copyright file URI.
  * Set upstream metadata fields: Bug-Database, Bug-Submit.
  * Drop unnecessary dependency on dh-autoreconf.
  * Update standards version to 4.6.1, no changes needed.
  * Remove constraints unnecessary since buster (oldstable):
    + Build-Depends: Drop versioned constraint on cython3, dh-python and
      python3-cysignals-pari.

  * New upstream release.
  * Bump standards-version to 4.6.2.
