Shows "P-states" text on systems without CPUfreq enabled

Bug Description

Binary package hint: powertop

My desktop has overclocked CPU and SpeedStep disabled in BIOS to keep 3GHz instead of 2.4GHz clock. As result there is no "acpi-cpufreq" enabled and no P-states available:

09:27 hrw@home:~$ cd /sys/devices/system/cpu/cpufreq/
09:27 hrw@home:cpufreq$ ls
09:27 hrw@home:cpufreq$ pwd
/sys/devices/system/cpu/cpufreq

But when I run powertop is shows "P-states (frequencies)" text on top of screen.

Plz note : Above patch cleanly applies to upstream powertop, and applies with some (successful) hunks to the maverick powertop version.

Yes, it shows that C-states and P-states are unavailable - screenshot attached.
