Fails to start with "msr reg not found" error

Bug Description
Just installed powertop 2.1-0ubuntu1 on raring on a fresh install. `sudo powertop` fails to start, with the following messages on console (some had to be captured with `script`).
Cannot load from file /var/cache/
Cannot load from file /var/cache/
Cannot load from file /var/cache/
msr reg not found

No such luck. It *still* fails with the "msr reg not found" error and
powertop still exits.
