system does not recognize unplugged charger

Bug Description
Hello,
in Kubuntu 22.10, kubuntu 22.04 LTS system does not recognize unplugged charger.
System: Dell Latitude 7330, 12th Gen Intel(R) Core(TM) i7-1265U, 16GB RAM.
System has USB-C charging port only.
Once I plug in charger, system recognizes it and starts charging and shows correct information in system tray icon.
If I unplug charger icon keeps the same - with charging symbol. After clicking on battery there is information "Battery at xx%, plugged but still discharging"
Beside that I experience extreme battery drainage during sleep mode. Notebook consumes about 17% per 24h in sleep mode. Windows installation for comparison consumes about 5% in sleep mode after 24 hours.
Note: Everything was measured in fresh default install and applied all applicable patches without any apps running.

Kinetic is no longer supported. In jammy, please enable backports and upgrade, let me know if still an issue.
