Power Profiles daemon should change multiple drivers

Bug Description

The current version of power-profiles-daemon (0.13) has support both for amd/intel pstate drivers as well as the ACPI platform profile drivers. If the system supports both types of drivers then only the ACPI platform profile driver gets used.

This doesn't do a great job as a result on x86 systems that could really benefit from changing the pstate drivers too.

Ideally power-profiles-daemon should change both drivers at the same time.

I have raised a PR upstream to do exactly what I suggest:
https://gitlab.freedesktop.org/upower/power-profiles-daemon/-/merge_requests/127

Because this has very dramatic implications for performance, efficiency and power consumption
if this is merged upstream before Noble's feature freeze I think it should be brought into Ubuntu as well.

This PR is now merged upstream is part of the 0.20 release.

Several people have reported battery life improvements between 2x and 3x from this change request.
