That is indeed strange. Yesterday I fixed two bugs (bug 1429734 and https://launchpad.net/ubuntu/+source/postgresql-common/166bzr2) which both caused the 9.4-main cluster to not start after package installation. To make sure it's not that, can you re-try with latest vivid? (p-common should land within the hour now, it was stuck in -proposed for a while).

Otherwise, are these clusters *really* running? Check with "ps aux|grep post"? Can you please give me the output of "systemctl status -l postgresql@9.4-main.service", and "ls -la /var/run/postgresql/"?
