Hi Simon,
this file is not part of any package - instead it is part of a tweak an admin can do on a system to change how installs behave. [1] has some good examples, but TL;DR is that you have a custom config you have to fix.

I'd recommend checking what placed that file and then fix/remove it as appropriate.
