Please block postgresql-15 from syncing

Bug Description

PostgreSQL 15 is scheduled for release in the 3rd quarter of 2022, as per https://www.postgresql.org/developer/roadmap/.

Debian has already uploaded postgresql-15 beta2 to experimental.

Since we only allow 1 version of postgresql in the archive, and to allow time for us to prepare for this next major release, please, block postgresql-15 from syinc'ing for now. Once it is out, we can then decide, plan, and act on releasing it in Ubuntu.

P.S.: while there is already a LP component for the package at https://bugs.launchpad.net/ubuntu/+source/postgresql-15, I could not file a bug against it.

Note that currently, there are no changes to postgresql-common regarding postgresql-15, and our package contains a delta ATM, therefore, there is no need to block it as well.
