impish portaudio19-dev install will revert jackd

This is on a ubuntustudio Impish (21.10) install which is KDE-Plasma based, and so this impacts the ubuntustudio utilities, but it also reverts jackd2 back to jackd1; I read elsewhere that this also affects essential apps such as blender.

I would expect packages shipped within Impish to be compatible with Impish, but I do understand there may be solid engineering reasons why this package would need to be restricted to the older jackd, yet still be important enough to include.

sudo apt install portaudio19-dev:
