HTTP submission doesn't work

Binary package hint: popularity-contest

My AMD64 dapper machine is unable to upload results to popcon using HTTP. I see lines like this in the syslog:
/var/log/syslog:Sep 14 16:15:25 hostname popularity-contest: unable to submit report to http://popcon.ubuntu.com/popcon-submit.cgi.

I think the problem is that /etc/cron.weekly/popularity-contest is setting incorrect flags to /usr/share/popularity-contest/popcon-upload-ubuntu. I'm not a python programmer, but as far as I can tell the latter isn't expecting the command line arguments that the former is feeding to it. Rather, it has some hard-wired things to upload to, and tries to retrieve the data from stdin.

Here's a guess at a fix on the basis of the Debian
upload script. It runs, but obviously I can't check
it actually DTRT, especially as the README and FAQ
links at the popcon site are broken.
