Bug Description
While investigating a report that a xenial user was unable to submit to popcon.ubuntu.com, I noticed that the change in wily's 1.57ubuntu1 cron.daily to disable compression is not present in xenial's 1.64ubuntu1:

* Really upload uncompressed reports (LP: #1545515) and check for server
response of "Thanks" (LP: #1545517).
