French administration form cannot be opened

Bug Description

The pdf form that is used by the French administration to matriculate a new car is not viewable in Evince. It contain some form that the user can fill in order to print the complete pdf.
Please make Evince capable to read this kind of pdf.

The error message is
"To view the full contents of this document, you need a later version of the PDF viewer. You can upgrade
to the latest version of Adobe Reader from www.adobe.com/products/acrobat/readstep2.html"

You can try to open the file "pdf form from French administration" attach to this bug to reproduce the problem.
