Bug Description
Version: libpoppler2 0.6.0-0ubuntu1 in Gutsy.
Poppler tries access to POPPLER_
when PDF files required CMap files.
But current poppler package does not create its dirs.
For example, when evince open a Japanese PDF file.

/usr/share/

Because Japanese CMap files are non-free(its in xpdf-japanese package),
it is not bug that there are not these subdirectories.
But "/usr/share/
Older packages(<=0.5.4) did not require this directory.
because poppler could read "/etc/xpdf/xpdfrc" to search CMap files,
and "/etc/xpdf/xpdfc" is provided by xpdf-common package.
