[Kubuntu Karmic] In PolicyKit Authorization console can't set rules to device

Binary package hint: policykit
In Kubuntu 9.04 with PolicyKit Authorization console I can set the rules to authorize an user to access to disk (mount\umount, automount, read\write, etc..) or other devices.
In Kubuntu Karmic I can't. The rules for disk and other device aren't present.
Is this normal? Why?

The actual problem seems to be that almost all PolicyKit actions seem to have vanished in karmic... I'm not sure though whether this is intentional or a bug. These are the actions that remain:
