[intrepid] policykit pulls in policykit-gnome due to Recommends

Bug Description
Binary package hint: policykit
In intrepid, apt-get also installs the "Recommends" dependencies. As a result, when one installs policykit, policykit-gnome gets pulled in.
As a practical example, "apt-get install landscape-client" on a server intrepid machine installs 97 extra packages just because of this, an extra 19Mb download and extra 98Mb used on disk.
Attached is the output of "apt-get install policykit" on an Intrepid server.
It was suggested to change the dependency on policykit-gnome from Recommends to Suggests.

I don't think that this is a bad thing.
It will have to be checked that the appropriate packages are seeded
as well though, so that installations aren't affected.
