Add com.ubuntu.usbcreator.format for usb creator action

Bug Description

Usb creator still asks for password when formatting or trying to install boot-loader. If user doesn't respond within a sepecific time, it fails and user has to start the process all over again.

Adding "com.ubuntu.usbcreator.format" to Action solves the issue.

I believe latest usb-gtk-creator doesn't use this function at all instead open the whole gui with pkexec, and hence not compatible with wayland.
