polkitd, dbus-daemon CPU usage high, system very slugish

Bug Description

After upgrading from 13.10 to 14.04, polkitd uses 60+% CPU and system is VERY sluggish. Killing polkitd "fixes" the problem. This only happens at boot. I've left the machine idle for 10 minutes, and still polkitd and dbus-daemon are taking lots of CPU.

Sometimes NetworkManager as well takes a lot of CPU. Again, after killing polkitd after boot-up, the problem goes away. polkitd gets restarted and the system is responsive.

I didn't have this problem in 13.10 and previous releases.

server 12.04 the same issue.
Polkitd process consuming all unassigned cpu time.

Lubuntu 14.04:
The problem isn't always there. But sometimes I see policykit, cgmanager, dbus-daemon, init, systemd-logind and NetworkManager eating up all CPU power. The desktop is almost unusabe. The problem remains for a long time after system start.
