95hdparm-apm should not depend on fixed values

Bug Description

Binary package hint: pm-utils

95hdparm-apm configures the power management to 254 when on AC and to 128 when on battery.
This should instead use a configuration file in /etc, so that on package upgrades user changes are not lost.
