boot progressbar too slow at solar theme

Bug Description

I set the "Solar" theme to my default plymouth theme.

I recognized that the progressbar only fills to 1/3 of is length (compared to the same theme at Fedora).
The boot duration is 20 seconds at my system.
I tried a workaround at /var/lib/plymouth/boot-duration, but my changes are erased at the next restart.
It's installed on my HDD.

This does not affect only solar theme but all themes as storing boot-duration file is buggy.
Please could someone take care? I cant find any solution on the Internet. I think other distributions have no problem with this.

Forgot to mention that boot-duration file is always empty after boot.
